About Us
Lynx Quest, LLC is an Economically Disadvantaged Women-Owned Small Business (EDWOSB). We are an applied research and consulting firm that helps government agencies and private-sector organizations make better decisions — decisions grounded in evidence, not assumption.
We work across a wide range of fields, including energy economics and policy, climate change policy and the United Nations Framework Convention on Climate Change (UNFCCC), homeland security and emergency preparedness, national and international security, counterterrorism, weapons of mass destruction and emerging threats, insider threat management and mitigation, and strategic influence and disinformation.
Our principals are not generalist consultants. They are doctoral-level researchers and experienced practitioners who have done this work — in the field, in government, in academia, and in the private sector.
We are small enough to give every client our full attention. We are experienced enough to go toe-to-toe with firms many times our size.
We are flexible enough to build the right team for each engagement rather than assigning whoever happens to be available.
H. Sophia Sin (née: Hwa-Young Kim), Ph.D.
Founder and Owner
Dr. H. Sophia Sin is the Founder and Owner of Lynx Quest, LLC. She is a recognized expert in energy economics and policy with more than two decades of experience in the field. Her expertise covers energy economics and policy, new and renewable energy policy, energy and natural resource security, climate change policy and its economic dimensions, the UNFCCC, energy technology development and diffusion, and a wide range of quantitative and qualitative research methods.
Before founding Lynx Quest, Dr. Sin served as Director of the Energy and Environmental Management Consulting Division at Exergy Engineering, Inc. There she led a research and consulting portfolio for clients including POSCO, Hyundai, KOGAS, KEPCO, Siemens Global, and the Governments of Korea and the Netherlands. Over six years she led the pursuit of more than 20 projects totaling over 60 million USD in energy efficiency and climate change policy work. She also represented Korean industrial sectors at multiple sessions of the UNFCCC Conference of the Parties.
Dr. Sin holds a Ph.D. in Environmental, Energy, and Engineering Economics from Seoul National University — one of Asia's leading research universities — and a Master of Engineering in Biotechnology from Ajou University, Suwon, Korea. She has held research and teaching appointments at Seoul National University and the State University of New York at Albany, and most recently served as a climate change subject matter expert on U.S. Government-sponsored research on climate policy and disinformation.
Steve S. Sin, Ph.D.
Principal — Part-Time Consulting
Dr. Steve S. Sin is a part-time Principal at Lynx Quest, LLC. He is a doctoral-trained political scientist and former U.S. Army intelligence officer with more than three decades of combined research, military, and academic experience. He contributes expertise in insider threat management and mitigation, chemical, biological, radiological, and nuclear (CBRN) threats,nNefarious uses of emerging technologies, emerging threats, strategic influence and disinformation, and Northeast Asia regional security. Dr. Sin holds a Ph.D. in Political Science from the Rockefeller College of Public Affairs and Policy, University at Albany, State University of New York.

We maintain an extensive network of subject matter experts drawn from academia, the intelligence community, the military, law enforcement, emergency preparedness, emergency management, emergency medicine, and policy research.
